On Septmeber 5th, 2025, I announced the first major campaign policy initiative, titled the “The Decade of Small Business,” aimed at supporting small business owners, encouraging start-ups, and fostering small business growth. It aims to transform San Antonio into a national leader in small business advocacy and innovation.

With rising operating costs, business-killing regulatory hurdles, and limited access to capital, our small businesses — the backbone of San Antonio’s economy — are struggling to survive.

My administration will change that. My plan will help small businesses thrive, create jobs, and strengthen the local economy. By improving access to capital, facilitating city procurement opportunities, and streamlining regulations, we’ll create an environment where ambition leads to success. This isn’t just a vision — it’s a roadmap we can, and will, achieve together.

Our city’s future depends on the success of small businesses,” Pablos said. “Supporting local entrepreneurs and small business owners creates jobs, fosters innovation, and keeps wealth in our community, making San Antonio an ideal place for investment. The City has always had what it takes to help small business, and now we will also have the mechanism to do it,” Pablos added. “I encourage everyone to join us in shaping the future of our city’s economy.” The plan includes seven key pillars, each designed to provide targeted support for small businesses at every stage of their journey:

1. Cultivating a business-friendly ecosystem

We will make sure San Antonio will become the easiest place in America to start and grow a business. The first step is making business startup and growth simple, fast, and affordable. We’ll overhaul permitting and regulations so entrepreneurs can focus on building their businesses, not battling red tape. A fast-track system will attract and retain small businesses across all industries.

2. Investing in access to capital

We will ensure every entrepreneur has the financial backing needed to succeed. By partnering with banks, investors, and community funds, we’ll provide diverse funding options like low-interest loans, grants, and venture capital. San Antonio will be a city where no idea is held back due to financial limitations.

3. Building a culture of innovation and mentorship

We will create a citywide network of support and shared knowledge. Through partnerships with universities, experts, and incubators, we’ll build a strong mentorship network, connecting experienced business owners with aspiring entrepreneurs. This will position San Antonio as a hub of innovation.

4. Prioritizing local businesses in public contracts and events

We will make sure San Antonio’s growth will stay in the hands of its own people. We’ll enact a “Buy Local, Build Local” policy, ensuring local businesses get the first opportunity to secure city contracts. By prioritizing local entrepreneurs for public projects and city-sponsored events, we’ll reinvest in our economy, creating a cycle of growth that benefits everyone.

5. Transforming infrastructure to support business and manufacturing hubs

We will invest in modern infrastructure, reliable broadband, and smart city technology to support vibrant, well-connected business districts. Revitalizing hospitality, tech, manufacturing, and cultural zones will foster innovation and collaboration, driving San Antonio’s entrepreneurial future.

6. Sustaining long-term growth through targeted tax relief

We win offer tax incentives and relief to help small businesses reinvest and grow. Whether opening a restaurant, launching a tech startup, or revitalizing a space, the city will support reducing costs for sustainable growth, ensuring San Antonio thrives as a business hub.

7. Ensuring inclusive growth for all entrepreneurs

We will provide tools, resources, and opportunities for all businesses to thrive. By breaking down barriers, every entrepreneur will have a fair shot at success, making San Antonio’s business landscape as vibrant as its people.
